International Cross Cultural Foundation (ICCF) is a non-profit organization established in Texas, USA, specializing in cultural and artistic exchanges between China and the United States, popularizing and promoting various cultural projects in China, and has a non-profit tax-exempt 501 (C) qualification approved by the US government.
华亿国际文化交流基金是一家成立于美国德州，专门从事中美两国之间文化艺术交流活动，普及推广中国各种文化项目的非营利组织，拥有美国政府批准的非盈利免税501（C） 资质。
Adhering to the tenet of “enhancing cultural exchanges and cooperation between China and the United States, and improving the international popularity of Chinese culture”, this fund combines the advantages of local resources and is committed to Chinese culture going abroad and integrating with world art. To deepen cultural exchanges and cooperation between China and the United States, as well as mutual understanding between the two peoples, to establish extensive and friendly cooperation for various government departments, art institutions, large enterprises, social organizations and people from all walks of life between the United States and China Committed to creating an international cultural exchange platform.
本基金秉承“增进中美文化交流与合作，提高中国文化国际知名度”的宗旨，结合当地资源优势，致力于中国文化走出国门，与世界艺术接轨。加深中美两国文化之间的交流与合作，及两国人民的互相了解，为美中两国之间各政府部门、艺术机构和大型企业、社团组织及社会各界人士，建立广泛而友好的合作致力于打造一个国际文化交流平台。
International Cross Culture foundation uses its rich experience in event planning and a professional creative design team to promote some high-quality projects that are beneficial to international cultural exchanges. The foundation has successfully planned and held in Dallas for two consecutive years on the eve of the Spring Festival in 2017 and 2018. The Dallas Spring Festival Gala; and successfully held the Overseas Chinese Mid-Autumn Festival Gala in 2020, 2021, 2022, 2023, 2024, 2025, 2026 and is currently actively preparing for “2027 Spring Full of the Four Seas – Overseas Chinese and Overseas Chinese Spring Festival Gala”
基金会运用丰富的活动筹划经验，和专业的创意设计团队，推动一些高品质有益于国际间文化交流的项目，本基金会在2017年和2018年春节前夕连续两年，在达拉斯当地成功策划举办了达拉斯春节联欢晚会; 并在2020，2021， 2023, 2024, 2025, 2026年成功举办海外华人中秋联欢会，目前正热烈筹备《2027春满四海-海外华人华侨春节晚会》

Julia Zhang
Julia Zhang founded the ICCF Foundation in 2015 and is one of the most influential philanthropic leaders in the Chinese American community in the Dallas area. Since 2000, she has been dedicated to promoting U.S.–China cultural exchange and community service, organizing numerous large-scale cultural and public service events. As the managing attorney of her law firm specializing in immigration law, she provides strategic leadership and legal expertise to support the Foundation’s mission and long-term development.
张朱莉娅于2015年创立了ICCF基金会，是达拉斯地区华裔社区最具影响力的慈善领袖之一。自2000年以来，她一直致力于促进中美文化交流和社区服务，组织了众多大型文化及公益活动。作为其专门从事移民法业务的律师事务所的管理合伙人，她凭借战略领导力和法律专业知识，全力支持基金会的使命和长远发展。
Sean Zhao

Sean oversees the Foundation’s information technology infrastructure and digital operations, providing technical support for programs and daily operations while advancing the organization’s digital transformation.

Sara Cai

A former professional ballet dancer and successful entrepreneur, Sara brings extensive artistic and management experience to the Foundation. She leads the planning of artistic programs, oversees cultural events, and helps shape the Foundation’s artistic vision and initiatives.
作为一名前职业芭蕾舞演员和成功的企业家，萨拉为基金会带来了丰富的艺术和管理经验。她负责统筹艺术项目的策划，监督文化活动的开展，并协助制定基金会的艺术愿景和相关举措。
Amy Zhang

A Certified Public Accountant (CPA), Amy is responsible for the Foundation’s financial management, budgeting, internal financial oversight, and fiscal operations, ensuring transparency, accountability, and efficient organizational management.
作为一名注册会计师（CPA），艾米负责基金会的财务管理、预算编制、内部财务监督和财务运营，以确保透明度、问责制和高效的组织管理。
Xiaokai Feng
Executive Vice President / 执行副总裁
A graduate of the Communication University of China and former television host for Jiangsu Television, Xiaokai has extensive experience hosting major public events. He serves as the master of ceremonies for the Foundation’s Chinese New Year Gala and other large-scale cultural and charitable events.
小凯毕业于中国传媒大学，曾任江苏电视台电视主持人，在主持大型公共活动方面经验丰富。他担任本基金会春节联欢晚会及其他大型文化和慈善活动的司仪。
Tong An

As the owner of a construction company with extensive experience in business management and project development, Tong provides strategic guidance, business resources, and partnership opportunities to support the Foundation’s growth.

Jing Yan
Executive Vice President / 执行副总裁
A young artist and President of the Dallas Chinese Calligraphy and Painting Association, Yan is dedicated to promoting traditional Chinese arts and culture. She oversees the Foundation’s cultural exchange initiatives and visual arts programs.
作为一位年轻的艺术家兼达拉斯中国书画协会会长，Yan 致力于弘扬中国传统艺术与文化。她负责基金会的文化交流项目和视觉艺术项目。
Xiao Li
Secretary General / 秘书长
Xiao is responsible for the Foundation’s administrative management, organizational coordination, and daily operations. She also oversees promotional design, marketing materials, and public communications.

Lan Luan

As a partner in an insurance agency, Lan manages administrative operations, organizational coordination, and day-to-day activities while helping ensure the efficient execution of the Foundation’s programs and initiatives.

Emily Chen

As the owner of a mortgage company, Emily leads business partnerships, corporate relations, and community outreach, expanding the Foundation’s network and strengthening community engagement.

An experienced corporate accountant, Emily supports the Foundation’s financial management, accounting operations, and financial administration.

Zhongqiu Zhang

A former television host for Wuhan Television, Zhongqiu serves as the master of ceremonies for the Foundation’s major performances, charitable galas, and special events.

Tony Wang

A former television host for Shanghai Television, Tony hosts the Foundation’s large-scale cultural performances, charity events, and community celebrations.

Zhenggang Cheng

A software engineer, Zhenggang is responsible for the Foundation’s information technology infrastructure, systems maintenance, digital platforms, and technical support.

Xiang Liu

A renowned Chinese soprano based in the United States, Xiang provides professional guidance on the Foundation’s artistic development, music programs, cultural performances, and international cultural exchange initiatives.

Liwen Cai

A young professional dancer, Liwen provides expert guidance for the Foundation’s dance programs, performance planning, arts education, and cultural exchange activities.

Jason Blatt

Jason serves as the Foundation’s Legal Advisor, providing professional counsel on governance, regulatory compliance, legal affairs, and risk management to support the Foundation’s mission and operations.
